Abstract
At 2018 became the third period of Indonesian Migrant Workers who were executed without notification by Saudi Arabia, after previously was occured in 2011 and 2015. But Indonesia responding there was only took action in protest. Therefore the formulation of the problem taken was why Indonesia did protest action in response to the execution of Indonesian Migrant Workers without notification in Saudi Arabia in 2018, even though Indonesia has another option by bringing the case to the ICJ. By using an explanative qualitative approach, and the concept of rational choice. Researchers see that rational choice as rational considerations Indonesia prefers protests with consideration: first, it does not worsen the relationship between the two. Second, Indonesia can still carry out negotiations. Third, so that Saudi Arabia knows the position of Indonesia and is willing to provide notifications in the future. Fourth, Indonesia continues to respect Saudi Arabia's national law and applies the principle of non-intervention.
