Abstract

The issue of human trafficking, especially women and children that violate human rights and threaten the stability of the country into the background of bilateral cooperation between the governments of Thailand and Myanmar in dealing with human trafficking which was agreed with the signing and ratification of a “Memorandum of Understanding Between The Government of The Kingdom of Thailand and The Government of The Union of Myanmar on Cooperation to Combat Trafficking in Persons, Especially Women and Children”. This study uses a qualitative-descriptive method, the data sources obtained from interviews and documentation. The purpose of this study was to analyze the effectiveness of the Thailand-Myanmar Cooperation to Combat Trafficking in Persons in handling trafficking of women and children in Thailand in 2020-2021 using the Arild Underdal’s regime effectiveness theory. The results show that this regime was effectively handling the trafficking of women and children in Thailand in 2020-2021. This can be seen from technical optimum based on analysis, the three variables namely the independent variable, the intervening variable, and the dependent variable can be achieved well as evidenced by the behavioral change of the Thailand and Myanmar governments, which is influenced by the regulations (outputs) that have been mutually agreed so that cases of human trafficking in 2020 could be less than the year before. In 2019 there were 288 cases while in 2020 it decreased to 133 cases. Even though there was an increase of 49 cases in 2021 due to the increase in online human trafficking and various factors that occurred during the Covid-19 pandemic, victims of human trafficking, especially women and children, received appropriate protection and care due to increased capabilities and effectiveness law enforcement officials in tracking, identifying, arresting, and investigating online human trafficking networks by conducting a lot of training and implementing the optimal use of information technology.
