Abstract
Social research about lapindo mud sidoarjo has been done for many times, but the researcher is interested in taking this topic because the researcher wants to evaluate the policy of the National Community Empowerment Program (PNPM) Mandiri proverty program for the victims of the lapindo mud in sidoarjo. The method used is qualitative with the individual analysis unit which consist of district goverment and the poor citizen, victims of lapindo mud as the target of the program, which purpose to know whether it implementation program has been suitable like what is planned by the goverment and poor citizen target , every intervension program and also wants to know how far the effect of theeffort achievement From the National Community Empowerment Program (PNPM) Mandiri in Sidoarjo District for the the decreasing the number of proverty and the increasing of the prosperity of the poor citizen impzcted by lapindo mud as the group of the program target. In this research, we get the result of implementation program which is planned by the district goverment of Sidoarjo and the poor citizen, victim of lapindo mud as the group of program traget for taking out from proverty minimally consist of : (1) increasing and perfecting the programs of citizen building (2) increasing the decentralization and autonomy in taking the decision (3) increasing the partisipation of the citizen effectively While goverment intervension program for the poor citizen, victim of lapindo mud in the National Community Empowerment Program (PNPM) Mandiri in Sidoarjo District is with tridaya concept. Those are environment effort, social effort, and economic effort, by strategic cooperation between the district goverment and the citizen started from planning, doing, until controlling and evaluating. The target effect of the National Community Empowerment Program (PNPM) Mandiri in Sidoarjo District is a character change of the citizen in watching the disaster that is appearing the awarness to solve the problem without waiting for the help from somebody else, by Chanelling, colaborating with some department and including official. The accelerating effort of economic for safe family based the citizen by using the cooperation and trade group together with citizen (KUBE)
