Abstract

This study aims to analyze the strategies implemented by the Indonesia Trade Promotion Center (ITPC) Osaka in increasing the export of frozen shrimp to Japan during the COVID-19 pandemic. Frozen shrimp is one of Indonesia’s fishery commodities that experienced an increase in export value during the pandemic, in contrast to other commodities such as seaweed, tuna, and skipjack, which tended to fluctuate. This research employs a descriptive qualitative approach, using data collection techniques such as interviews with the Trade Attaché of the Indonesian Embassy in Tokyo, literature review, documentation, and secondary data analysis from official publications. The analysis is based on the concept of export promotion strategy, focusing on two main components: export promotion incentives and the strengthening of export promotion institutions. The findings indicate that ITPC Osaka successfully increased frozen shrimp exports adaptively through various forms of promotion, including the provision of market briefs, facilitation of business matching, utilization of digital platforms, participation in international trade exhibitions, and the relocation of the ITPC Osaka office. This study offers academic contributions and practical insights into effective export promotion strategies amid global crises such as the COVID-19 pandemic.
