Abstract
Food waste and excess food management are crucial issues in urban food systems, impacting food security, environmental sustainability, and social justice. In this context, food rescue practices implemented by food banks are an alternative strategy to support food sustainability. This study aims to analyze the implementation of food sustainability in food rescue activities, the application of circular economy principles in excess food management, and the integration of the circular economy and the principles of Ḥifẓ al-Bī’ah in food sustainability practices at Garda Pangan, a food bank. This study employed a qualitative approach with a case study design. Data collection was conducted through in-depth interviews with managers and relevant parties, direct observation of food management processes, and document review. Data analysis was conducted descriptively and analytically, interpreting empirical findings using a food sustainability framework, a circular economy based on the 9R principles, and the concept of Ḥifẓ al-Bī’ah from the perspective of Maqāṣid Sharīʻah. The research findings indicate that food rescue practices at Garda Pangan reflect the implementation of food sustainability through increased food access for underprivileged communities, the implementation of food safety standards, and the reduction of food waste and wastage. Surplus food management is implemented through an integrated circular economy system, encompassing the redistribution of edible food, public kitchens, the management of valuable materials, and the processing of food waste through Black Soldier Fly (BSF) maggot bioconversion as a mechanism for value recovery and resource regeneration. These practices demonstrate a shift from a linear food system to a circular food system oriented toward resource efficiency and environmental sustainability. Furthermore, this study found that the implementation of a circular economy in surplus food management at Garda Pangan is integrated with the principle of Ḥifẓ al-Bī’ah, which emphasizes the prevention of waste (isrāf and tabdhīr), environmental protection, ecological balance (tawāzun), and resource sustainability (istidāmah) as a human trust. Within this integration, the circular economy serves as an operational mechanism that translates the ethical values of Ḥifẓ al-Bī’ah into responsible food and waste management practices. Thus, Garda Pangan's food sustainability practices form a holistic, contextual food management model that possesses ecological and ethical legitimacy.
