Abstract

Decision making is the most significant aspect of management, it is a central activity of management. This is due to the fact that in the process of decision making a manager is involved in and responsible for every decision which he has made. Pesantren, from the beginning of its existence in the field of education, social, and religion, has been developed to be an institution in which the structural system of organization is applied. In Pesantren, Kiai is the key figure, he is respected by the people because of his charisma. Kiai is not only a person who takes care of every dimension of pesantren life, but also the manager of pesantren. Kiai involves in all process of decision making in pesantren. Decision making is the core of leadership. In making decision its need the involvement of reason (reasoning activity or intellect activity) which would be guaranteed the accuracy of the decision. The implementation of the process of decision making by an organization will make it more accurate in viewing its problems. As the result of this, any sudden decision or uncalculated decision could be avoided. In making decision it is important to consider the following aspects: (1) The satisfaction aspect; (2) The acceptability of decision; (3) The effectiveness of decision. The leader of pesantren or any other educational institutions should try to improve his competency in making decision. The capability of making decision can be developed if the leader has the data of his institution and understands his environment. He should also use new information which correlated with his institutional problems. The mechanism of decision making in Pondok Pesantren Sidogiri Pasuruan and Pondok Pesantren Darul 'Ulum Jombang are studied here because of its uniqueness. The decision resulted on the positive development of pesantren and its policy can be accepted by environment. Besides that pesantren Sidogiri and pesantren Darul 'Ulum become a model of other pesantrens in Pasuruan and Jombang regency. How successful the decision making in Pondok Pesantren Sidogiri Pasuruan and Pondok Pesantren Darul 'Ulum Jombang are compared with theory of decision making in this modern era is become the main factor conducting this research. Based on that background the problem of this research will be formulated as the following points: (1) How is the process of decision making in Pondok Pesantren Sidogiri Pasuruan and Pondok Pesantren Darul `Ulum Jombang?; (2) What are the basic values of decision making in Pondok Pesantren Sidogiri Pasuruan and Pondok Pesantren Darul 'U1um Jombang?; (3) What factors are influenced in the process of decision making in Pondok Pesantren Sidogiri Pasuruan and Pondok Pesantren Darul `Ulum Jombang?; (4) Who are involved in the process of decision making in Pondok Pesantren Sidogiri Pasuruan and Pondok Pesantren Darul `Ulum Jombang?; (5) How effective is decision making in Pondok Pesantren Sidogiri Pasuruan and Pondok Pesantren Darul 'Ulum Jombang?. In answering those problems, the researcher use qualitative research approach by using research design of observational case study (single case design). The discovery resulted by this research and theory are developed by using phenomenological thinking. Informants are chosen by using snowball sampling technique. This technique is implemented by following up the suggestion of the first informant to the other informants in collecting data by considering its relevant. The data collected by using the following techniques: (1) Conversation; (2) Observation; (3) Documentation. The collected data are analyzed by: (1) Reduction of the data; (2) Presentation of the data; (3) Concluding data The validity of the data are examined with the following ways: (1) Triangulation source; (2) Triangulation method; (3) Discussion with friends. Th e result of this researched is presented in the following themes: A. The process of making decision in Pondok Pesantren Sidogiri Pasuruan and Pondok Pesantren Darul `Ulum Jombang are developed by: (1) Identifying the problems; (2) Analyzing the problems; (3) Creating new alternative; (4) Comparing and choosing the best alternative; (5) Deciding; (6) Implementing and controlling the decision; (7) Evaluating. B. The basic of decision making is syari'ah law and its utility (maslahah) for the ummah especially for the santri. C. Factors that influenced the process of decision making are internal and external factors. Internal factors consist of information, funding, human ,resource: ability of the teacher and other leader (intelligence, approach, method, technique in decision making). External factors consist of economic, social politic, law and culture. D. The person that involved in decision making in Sidogiri are: Coordinator Daerah/Korda (district coordinator), Komisi 1-VI (commission 1-VI), Pengurus finsionaris Harian (functionaries committee), Pengurus Pleno (Plenary committee), Majelis 'Aly (The highest Committee), and Pimpinan Pengasuh (Teachers leader). The person that involved in decision making in Darul Ulum are: (1) MPP (Majelis Pimpinan Pondok Pesantren Darul Ulum), (2) Pengasuh Pesantren (Teachers leader), dan (3) District Leaders in Pondok Pesantren Darul Ulum Jombang. E. The decisions are very effective. Because the high or less quality of decision will be accepted by the societal member or Pondok Pesantren Sidogiri and Pondok Pesantren Darul 'Ulum. From the result of the research it can be concluded that participative decision making by using religious approach is very effective.
