Abstract

The presence of the regional autonomy law was the fundamental reason for the issuance of Sharia Regional Regulations in Mojokerto City, especially in the economic and financial fields as a form of fulfilling the obligations of regional governments in the welfare of their people. It is expected that the application of Sharia Regional Regulations in Mojokerto City will produce productive instruments for poverty alleviation through the optimization of MSMEs. This study attempts to describe the political and financial analysis of the application of Sharia Regulations in Mojokerto City by using a qualitative descriptive research method. The results of this study describe the application of Sharia Perda concerning BPRS Kota Mojokerto which helps people gain access to Islamic finance, then Sharia Regulations on the management of ZIS and empowerment of MSMEs as a form of government commitment to optimizing the potential of ZIS and government commitment in presenting populist economy for the people of Mojokerto City. The implementation of Sharia Regulations in the City of Mojokerto in the economic and financial fields gave birth to a Sharia Business Program (PUSYAR) which was able to become a productive instrument of poverty alleviation through the empowerment of 1,114 MSMEs in the Mojokerto City area with a total of Rp. 8,956,909,375. Meanwhile, based on political and financial economic reviews, the application of Sharia Regulations in Mojokerto City involved the role of political actors in Mojokerto City Government such as BPRS, BAZNAS, DISKOMINAKER, DISPERINDAG, and MES who tried to bring concrete steps to narrow the gaps in Mojokerto City through economic policy and regional finance.
