Abstract

Islamic Inability in empowering and effective the functions of strategic planning on its curriculum arrangement become one of the most visibly obstacles why the Islamic higher education become less productive in producing better output based on its quality and competitiveness. It is also noticeable that unimplemented scientific paradigm on which the Islamic higher education establishes its foundation to achieve its vision as well as its mission is among other impediments. The philosophical foundation bases this article is that philosophy of Idealism and the philosophy of Islamic education by using spiral dynamics theory developed by Beck and Cowan, strategic planning by Bryson, and curriculum planning by Beauchamp. This study uses descriptive qualitative method with a naturalistic approach. The procedure of collecting data is through observation, interviews, and study documentation. The purpose of this research is to identify and analyze the problems: 1) the basic framework of science and the basics that frames curriculum planning used in the two object analysis , 2) the concept of curriculum planning component,3) strategic stages in preparing the curriculum. The results of this study indicate that the paradigm of the integration of scientific knowledge constructed by the UIN Syarif Hidayatullah Jakarta, and integration-interconnectivity built by UIN Sunan Kalijaga Yogyakarta, is a dominant element that can be used as a framework in curriculum planning. Curriculum planning formulated is based on system curriculum focusing on its superiority or its quality which is based on competency-based curriculum by conducting diagnosis. The diagnosis implemented is to identify and to analysis the needs by using needs assessment approach and SWOT analysis toward the development of society, the demands on the field and the business world, and internal threats and external challenges. Based on these diagnoses, a strategic plan for the formulation of curriculum components of the PAI (objectives, materials, media/strategies, and evaluation) that integrates the science of religion, science, vocational and life skills knowledge was compiled. The strategic steps to prepare the curriculum at both Islamic Universities are based on the characteristics of strategic management principles that are: (1) conducing an external analysis, needs analysis and context, (2) formulating visions, missions and objectives of Islamic studies programs, (3) determining the profile graduates, (4) formulating competency PAI course competency standards included in the PAI graduates, basic competencies, and its indicators (UIN Sunan Kalijaga Yogyakarta special add integration-interconnect), (5) preparing of the draft structure of the curriculum, (6) determining lecturers and books source, (7) arranging syllabus and lesson plan; (8) developing guidelines and evaluation systems, and (9) conducting socialization of curriculum.
