Abstract
This study proves that cash waqf as a financial instrument actually has a good prospect as an alternative in solving the problem of poverty in Indonesia. Certificate of the cash waqf model is the most effective and enduring in the accumulation of social capital. Opportunities to develop cash waqf in Indonesia is very wide. This is supported by large waqf potential. Indonesia has the largest Muslim population so that potential of waqf is large. Moreover, the potential of cash waqf in Indonesia is currently assumed could reach 3 trillion dollars per year could be even greater. The generosity of the people of Indonesia is high enough so that, to expect people's participation in the program cash waqf very optimistic. The Cash waqf development opportunities in Indonesia are also backed by boom of Economic Syariah. This situation is accompanied by the emergence of to develop a productive waqf that is one of Syariah economic variables, as well as a vehicle for the mobilization of economic resources hat has huge potential. Innovation of the cash waqf as a financial instrument in voluntary sector is deemed can empower society economy. The Empowerment of cash waqf can be used as a strategy to improve the welfare of society as well as efforts to release the country's consciousness economic dependence on foreign debt. To support the development of the cash waqf is done by optimalization of education and socialization of the cash waqf, it prove the real action of the cash waqf operational through the pilot project, to optimilize the regulatory agencies like Indonesian Waqf Board (BWI), to develope the cash waqf into property waqf, and application of good corporate governance. This research is is qualitative research. To obtain data about the management of Cash Waqfs, the research captures data by means of interviews, observation and documentation. Source of data derived from waqf nazhir on islamic philanthropic institutions such as TWI, BMM, and PKPU. Referring to the analysis of qualitative data, the steps undertaken in this research is describe the data comprehensively, and to classified, and compare the data, and then make the conclusions.In the context of Islamic economics, this research findings reinforce MA Mannan’s idea in his book "Cash Waqfs Certificate in Global Opportunity The Social Capital Market in 21st-Century Voluntary- Sector Banking ", that the cash waqfs certificate is an investment in the field of religion, education, and social services. In the context of cash waqfs investment, this study also supports the opinion of Ahmad ibn Abdul Aziz al-Hadad, in his book, Waqf al-Nuqûd wa Istitsmaruhâ, that the cash waqfs fund can realize social security in society. Waqf funds must be invested in Shariah permissible investments to be preserved and kept emphasizing the development of charitable assets. To see the role of waqf in the development, this research supports the opinion of Ahmad Muhammad Abd al-Azīm al-Jamal in his book, the al-Waqf al-Islami fi at-Tanmiyah al-Iqtisâdiyah al-Mu'asirah, which states that the charitable plays a role in fulfilling the religious needs of the community, education, health, social, and economic.
