The Role of Perhimpunan Pelajar (PPI) Kyoto in Cultural Diplomacy Through Malam Indonesia 2023 and 2025 events

This research examines the role of Perhimpunan Pelajar Indonesia (PPI) Kyoto in cultural diplomacy through the Malam Indonesia 2023 and 2025 events. This research is motivated by the growing involvement of non-state actors in international relations, particularly in cultural diplomacy practices that emphasize people-to-people interaction. This research employs a qualitative descriptive approach. Data were collected through interviews, documentation, and literature review. The analysis is conducted using Role Theory developed by Harnisch, Frank, and Maull, particularly the concepts of role expectation, role conception, and role performance. In addition, the study utilizes the cultural diplomacy framework proposed by Gienow-Hecht and Donfried, consisting of four components: agent, agenda, vehicle, and target audience. The findings show that PPI Kyoto plays a role in cultural diplomacy through Malam Indonesia 2023 and 2025, PPI Kyoto acts as a cultural agent that promotes Indonesian identity through various cultural activities, including the Nusantara Culinary Festival, Batik Workshop, Traditional Dance Performances, and Musical Drama. These activities function not only as cultural exhibitions but also as interactive platforms that encourage cultural exchange and mutual understanding between Indonesian and Japanese communities. Furthermore, PPI Kyoto successfully demonstrates coherence between external expectations, organizational identity, and practical implementation of cultural diplomacy programs. This research concludes that PPI Kyoto has contributed to cultural diplomacy by creating a participatory cultural space that strengthens Indonesia’s positive image abroad. The research also highlights the growing importance of non state actor capable of complementing formal diplomatic efforts in contemporary international relations.
