Abstract

This study comes from academic researcher's anxiety about the authority of educational management. On the one hand, the local government has gained the authority legitimacy of the education management according to its education level, while on the other side, The Islamic educational institutions that manage formal and informal education is still not a territory of arable Regional Government, so that the formal judicial district government does not "obliged" to contribute directly to the management Islamic education in the area. However, there are interesting facts that occurred in East Java, namely there are some policies that directly impact the existence of Islamic education in East Java. Contrary to the above problematics, then drafted some of the problem in this study: (1) why the East Java Provincial Government issued a policy on the development of Madrasah Diniyah?; (2) how the policy formulation East Java Provincial Government in the development of Madrasah Diniyah ?; (3) how the policy implementation of East Java Provincial Government in the development of Madrasah Diniyah ?; (4) how the policy evaluation of East Java Provincial Government in the development of Madrasah Diniyah ?; and (5) how the policy implications of East Java Provincial Government in the development of Madrasah Diniyah. This research is a policy research and classified as case study with a qualitative approach. In the data collection techniques used in-depth interviews and documentation. After going through the process of data collection and data analysis, obtained the following results: (1) East Java Provincial Government issued the policy of Madrasah Diniyah development due to social reality factor and political factor; (2) East Java Provincial Government formulate the policy of Madrasah Diniyah development refers to the theory of elite-deliberative-democratic; (3) East Java Provincial Government implement the policy of Madrasah Diniyah development effectively for their synergy between decision-makers, environmental, and community support that researcher call a hybrid society endorsement; (4) East Java Provincial Government implement the evaluation scale of long, medium, and yearly. Evaluations conducted internally and externally. Evaluation is applied on the formulation, implementation, and policy environment; and (5) the implications of this policy is the strengthening of institutions and improving the quality of Madrasah Diniyah education.
