Abstract

This study examines the implementation of bilateral cooperation between the Indonesian National Police through NCB-INTERPOL Indonesia and the Royal Thai Police through NCB-INTERPOL Thailand in handling the case of fugitive Roman Nazarenko. This case highlights the need for cross-jurisdictional coordination in handling international fugitives and how the basis for cooperation agreed upon in the Memorandum of Understanding (MoU) is applied in operational practice. A descriptive qualitative approach was used, based on the collection of documentary data and in-depth interviews with relevant officials, and analyzed through the implementation of Sebastian Paulo's framework for international cooperation, which includes the stages of problem definition and agenda setting, negotiation and decision-making, implementation, and compliance monitoring and evaluation. The results of the study show that the implementation of bilateral cooperation includes the designation of fugitive Roman Nazarenko as a agenda setting, decision-making through Police to Police channels, implementation the handling of Roman Nazarenko's case, and internal evaluation as a compliance monitoring. This cooperation is based on Paragraph 3 of the MoU, namely the information sharing based on case-spesific, the prevention and combat transnational crimes, and the strengthening and consolidating existing cooperative networks. Through formal and informal communication between the two NCBs, this cooperation continued until Nazarenko was handed over. Thus, the Police to Police cooperation in handling fugitives is explained empirically and opens up space for further study on bilateral cooperation in the Southeast Asian region.
