Abstract

Thesis, Postgraduate (S-2) Teacher Education Study Program for Madrasah Ibtidaiyah (PGMI) State Islamic University (UIN) Sunan Ampel Surabaya. Supervisor: Dr. Hizbullah Huda, M. Ag. and Dr. Mukhlishah AM, M.Pd. The emergency curriculum development model for low-grade PAI subjects needs to be designed optimally because there are still many low-grade students who need attention due to lack of concentration, attention to speed and learningactivities, it is necessary for teacher innovation and creativity in designing emergency curriculum development models. The formulation of the problem in this study is related to how the model, basis, supporting and inhibiting factors for the Development of Emergency Curriculum in Islamic Religious Education (PAI) Low Grade Subjects at the Luqman Al-Hakim Integral Elementary School (SD) Surabaya. The aim is to describe and analyze the model, basis, supporting and inhibiting factors for the Development of an Emergency Curriculum for Low Grade PAI Subjects at the Luqman Al-Hakim Integral Elementary School Surabaya.
This thesis research uses qualitative research methods. Type of case study research. The research subject; principal, vice principal for curriculum and vice principal for religious affairs and teachers at SD Integral Luqman Al-Hakim. Data collection techniques using interviews, observation and documentation. The data analysis technique uses data reduction, data presentation and conclusions. The validity of the data using triangulation of sources and techniques.
The results showed that: 1. The Emergency Curriculum Development Model for Low Grade PAI Subjects at the Luqman Al-Hakim Integral Elementary School Surabaya was developed closer to the Hilda Taba curriculum development model with the steps for implementing curriculum development that the school curriculum development team carried out analyzing student needs, formulating detailed goals, selecting and organizing subject matter and learning experiences, implementing, monitoring and evaluating. 2. The basis for developing an emergency curriculum for low-grade PAI subjects includes a philosophical foundation, a psychological foundation, a socio-cultural basis and a science and technology foundation. 3. The supporting factors for developing an emergency curriculum are the competence of teachers, the community or parents and the value system applied by the foundation. The inhibiting factors are; the existence of various human resource capabilities in terms of quality; material limitations, and the lack of availability of learning tools and infrastructure and the less than optimal participation of parents.
