Abstract

The problem addressed in this research is to analyze FITRA JATIM's perspective as a Control Agent in the Governance of the East Java Provincial Budget (APBD) in 2023, as well as the Inhibiting Factors in the Governance of APBD in East Java Province in 2023. The APBD, according to local regulations (PERDA), amounts to more than 30 trillion rupiahs. Despite being a region with a high middle-income level, East Java Province still faces a high poverty rate and experiences misappropriation of regional budgets that do not align with their intended purposes. This indicates that there are still issues that require oversight. In this context, FITRA JATIM, an NGO focused on budget transparency, engages in advocacy efforts to promote sound APBD governance. The research methodology employed in this study is a qualitative and descriptive approach, using data collection techniques such as interviews and documentation. The theoretical framework used in this research is John Gaventa's Power Cube theory, which situates FITRA JATIM within the realm of invisible power and the spaces it creates. The findings of this research indicate that FITRA JATIM plays a role in the realm of invisible power. This means that FITRA JATIM is engaged in efforts to raise awareness and contribute to creating spaces for community participation in monitoring the governance of the East Java Provincial Budget for 2023. FITRA JATIM perceives that transparency among institutions involved in APBD governance is lacking, there is a deficiency in accountability in APBD utilization, and there is a lack of government commitment and bias towards the welfare of the people in East Java, which serves as obstacles and issues in FITRA JATIM's perspective. Several challenges in managing the Regional Budget (APBD) in East Java Province arise from internal parties, including stakeholders. These challenges include a lack of commitment to good APBD management principles, insufficient education about the APBD to the public, and a lack of transparency among institutions, which impacts the supervision, implementation of programs, and evaluation processes.
