Abstract
This study aims to analyze the stages of PT INKA's business strategy in expanding railway cooperation to New Zealand. The researcher argues that PT INKA's business strategy goes through three stages of strategy, each step of cooperation carried out by PT INKA uses a business strategy by Wheelen and Hunger consisting of a cost focus strategy and a differentiation focus. The researcher's research method uses descriptive qualitative in analyzing data. In the business strategy there is a targeted market segment and the New Zealand market is a narrow market, there is a focus on the New Zealand market, PT INKA uses a cost focus strategy in attracting supply tenders with UGL Railway, the next stage focuses on differentiation in ongoing cooperation, and finally uses both strategies in railway cooperation in New Zealand which is interesting where the company's brand image has cheap and quality products without having to provide more innovation encouragement for its products.
